Porta Potty Rental in Moreno Valley, CA
Victory Portable Restrooms rents porta potties in Moreno Valley for construction sites, home projects and events. Units come from our yard at 26245 Monroe Ave in Murrieta, straight up the I-215. Construction portable toilets start at $189 per 28 days with weekly service included, plus a delivery and pickup fee, and we also stock ADA-accessible units and hand-wash stations.
Who is renting portable toilets in Moreno Valley?
Warehouse and logistics builders. Industrial construction is the biggest source of job sites here. The World Logistics Center, on the east side of the city off Redlands Boulevard and Gilman Springs Road, is planned at about 40.6 million square feet on roughly 2,600 acres (Building Design + Construction; Connect CRE). A large tilt-up site changes week to week, from a small grading crew to overlapping concrete, steel, roofing and interior trades. The toilet count has to follow the headcount. See commercial construction and grading and paving.
Contractors near March Air Reserve Base. The base sits on the city's southwest edge along the I-215, with business parks on former base land around it. Not all of that land is under Moreno Valley's permit counter. Parts sit in the City of Riverside or in unincorporated Riverside County, which took over land use authority from the March Joint Powers Authority on July 1, 2025 (Riverside County Board of Supervisors). Tell us the street address and we will deliver either way, but check which agency issued your building permit before assuming Moreno Valley's rules apply.
Home builders and remodelers. New tracts, room additions, ADUs and re-roofs across the city's neighborhoods. See home builders, home remodels and ADU construction.
Event organizers. The city runs its own Fourth of July Parade and Family FunFest, listed for the Civic Center Amphitheater in 2026 (City of Moreno Valley). Private organizers hold youth sports tournaments, church festivals, school carnivals and seasonal lots under the permits described below. See event porta potty rental.
Lake Perris visitors and race directors. Lake Perris State Recreation Area lies just south of the city. It is a state park, so an organized event there is arranged with California State Parks, not with Moreno Valley. Ask the park office for its current special event requirements. See sports tournaments and races and car shows.
How many toilets does a Moreno Valley job site need?
Cal/OSHA sets the minimum for every construction site in California (8 CCR §1526, §1527):
| Workers on site | Toilets | Hand-wash stations |
|---|---|---|
| 1 to 4 | 1 single-user unit | Washing facility may be inside the unit |
| 5 to 20 | 1 | 1, outside the toilet |
| 21 to 40 | 2 | 2 |
| 41 to 60 | 3 | 3 |
| 61 to 80 | 4 | 4 |
The rule is one of each for every 20 employees or fraction of 20. Count everyone on site, including subcontractors' crews. On a warehouse pad that covers many acres, the legal minimum may leave workers a long walk from the nearest unit, so many superintendents place clusters at more than one end of the building. Our Cal/OSHA porta potty guide covers the details.
On graded sites, set units on firm ground away from inlets and swales. Stormwater guidance recommends about 50 feet from drainage where the site allows (CASQA WM-9).
What permits does Moreno Valley require?
Moreno Valley is an incorporated city and issues its own permits. Which one you need depends on where the event or the unit will be.
| Situation | Permit | Lead time | Office |
|---|---|---|---|
| Event on a public street, sidewalk or city park | Community Event Permit | At least 90 days; the city says no exceptions | Parks & Community Services |
| Temporary event or use on private property | Temporary Use Permit (TUP) | At least 30 days | Planning Division, (951) 413-3206 |
| Anything placed or built in the public right-of-way | Encroachment permit | About one week per submittal, no expedited review | Public Works, Construction and Permits |
Community Event Permit. The city requires it for organized activities on public streets, sidewalks or city parks that expect 100 or more people. It also applies at any size if the event is open to the public, closes a street, uses amplified sound, has food or retail vendors, has inflatables, or has a stage. Requests start with the Special Events Request form and specialevents@moval.org (City of Moreno Valley, Reserve a Park Facility). The page does not state a toilet count, so plan the number with the chart below and confirm it with the city.
Temporary Use Permit. The Planning Division's Major TUP packet lists carnivals, Christmas tree lots, pumpkin patches and temporary construction trailers as examples. It includes points that affect your restroom order directly:
- The site plan must show the location of restrooms and portable toilet facilities, along with tents, food service and alcohol areas.
- A printed condition of approval reads that portable toilets shall be provided for employees and customers and meet ADA standards. Plan on at least one ADA-accessible unit.
- Christmas tree lots and pumpkin patches are limited to 30 days per calendar year.
- Events expected to hold 2,500 or more people require the property to be posted at least 10 days ahead.
- Organizers pay a per-day fee based on vendor count, starting at $100 per day for 10 or fewer vendors.
Encroachment permit. The city's Construction and Permits Division says a permit is needed any time work is performed in the city right-of-way, which it describes as a roadway, street, sidewalk or bikeway (City of Moreno Valley Public Works). The submittal checklist asks for a city business license and a certificate of liability insurance. We did not find a rule written specifically for a portable toilet at the curb, so ask Public Works before placing a unit in the street. The practical answer is to keep the unit on your lot or driveway.
We have not found a city requirement for a separate permit for a porta potty on private property during a permitted construction job or a home remodel. If you are unsure, ask the city's Building & Safety Division. Compare cities in our permit guide.
How many units for an event?
The industry chart is the usual starting point. It assumes no pumping during the event (PSAI):
- 500 people for 4 hours: 5 units
- 1,000 people for 4 hours: 8 units
- 2,000 people for 6 hours: 16 units
- 3,000 people for 8 hours: 30 units
Add 10 to 20 percent if alcohol is served. California requires 5 percent of units in each cluster, and at least one, to be accessible (CBC 11B-213.2). Food vendors need hand washing close by, so add hand-wash stations. Use our event calculator for other crowd sizes. Event rentals start at $189 per unit.
What is the delivery route, and can I get same-day?
From Monroe Avenue we take the I-215 north through Menifee and Perris. Rough distances from the yard:
- South end, near March Air Reserve Base and Cactus Avenue: about 29 to 31 miles, off the I-215.
- Central Moreno Valley around Alessandro Boulevard and Perris Boulevard: about 31 to 33 miles.
- East end near Moreno Beach Drive and Redlands Boulevard: about 37 to 40 miles, using the 60 east from the 215/60 split.
- Lake Perris State Recreation Area: about 25 to 27 miles, off the Ramona Expressway.
That is a real drive, so we do not promise same-day delivery in Moreno Valley. Every day is different. The earlier you call, the better the chance of same-day delivery. Ask when you call and we will give you the earliest time we can stand behind. Phones are answered 7 a.m. to 7 p.m. every day, and around the clock for emergencies.

Moreno Valley porta potty rental FAQ
Can you move units around a large pad as the building goes up? Yes. Tell us where the next placement is. We can move a unit when we are on site for your regular service. If you need it moved sooner and we have to make a special trip, a relocation fee applies, and the amount depends on the location. The new spot still has to be reachable by the service truck every week.
Does the city's Temporary Use Permit require an accessible unit? The city's Major TUP packet states that portable toilets must meet ADA standards, so order at least one ADA-accessible unit and confirm the number with the Planning Division.
My site is by the base. Is that Moreno Valley? Maybe not. Land around March Air Reserve Base is split between Moreno Valley, the City of Riverside and unincorporated Riverside County. We deliver regardless; the permit question depends on who issued your building permit.
Do you serve nearby communities? Yes: Riverside, Perris, Mead Valley and Nuevo. See all service areas.
