Porta Potty Rental in Mead Valley, CA
Victory Portable Restrooms rents porta potties in Mead Valley for two very different customers: industrial builders along I-215 and Harvill Avenue, and families on rural lots west of the freeway. We deliver standard and construction portable toilets, ADA-accessible units and hand-wash stations from our Murrieta yard. Construction units start at $189 per 28 days with weekly service included, plus a delivery and pickup fee.
Is Mead Valley part of Perris?
No. Mail here carries a Perris address, but Mead Valley is unincorporated Riverside County, west of the Perris city limits. The 2020 census counted 19,819 residents across about 19 square miles (U.S. Census Bureau). Permits, inspections and road rules come from the county, not from Perris City Hall. If your address is inside the city, see our Perris page.
Two Mead Valleys, two kinds of rental
| East side: I-215 and Harvill Avenue | West side: Cajalco Road and the hills | |
|---|---|---|
| What is there | Warehouses and business parks | Large-lot homes, outbuildings, open land |
| Typical customer | General contractor, grading or concrete sub | Owner-builder, family hosting an event |
| Typical order | Several units and hand-wash stations for months | One unit for a build, or one or two for a weekend |
| Count is set by | Cal/OSHA crew size | Guest count and hours |
The industrial side
The strip between I-215 and Harvill Avenue has been filling with warehouses for years. One developer describes its Majestic Freeway Business Center, along I-215 near Cajalco Road, as just under 4 million square feet in 20 buildings when complete, with the first Phase III building finished in September 2025 (Majestic Realty). In October 2025 the county Board of Supervisors approved the Cajalco Commerce Center, a warehouse of about 1 million square feet at Cajalco Expressway and Seaton Avenue, along with a public park and road and drainage work (KVCR; CEQAnet). Ask County Planning for its current status.
The county has also proposed an overlay map to define where warehouses may go in Mead Valley (Riverside County Planning). That would affect what gets built next, not projects already approved.
On these jobs the rule is simple. Cal/OSHA requires one toilet and one hand-wash station for every 20 workers or fraction of 20, with the wash station outside the unit (8 CCR §1526, §1527). Details are in our Cal/OSHA guide. Road, storm drain and park work tied to these projects falls under public works, and the buildings under commercial construction.
The residential side
West of Harvill the lots get bigger. County records for one Mead Valley site describe the surrounding area as large-lot single-family homes with ancillary structures, outdoor storage and undeveloped land, zoned Light Agriculture and Rural Residential (CEQAnet). People here build their own shops, add a second home for family, grade pads and pour slabs, often acting as their own contractor.
An owner-builder with a framing crew or a concrete crew on site has the same duty to provide a toilet as any contractor. One construction unit, serviced weekly, covers a crew of up to 20. See custom home builds and ADU construction.
If your property is on a septic system, remember that a tank sized for a household is not sized for a quinceañera or a family reunion with 100 guests. A porta potty or two for the weekend keeps the crowd off the system. See private parties.
How large an event can I hold on my lot?
Riverside County's temporary event rules tie crowd size to lot size (County Code Chapter 17.256).
| Lot size | Largest crowd the code allows |
|---|---|
| 10,000 sq ft or less | 100 |
| Under 1 gross acre | 300 |
| Under 5 gross acres | 600 |
| Under 20 gross acres | 1,000 |
A wedding, birthday or similar gathering at a home with up to 100 guests does not need a county temporary event permit, up to four times per lot in 12 months. Bigger or commercial events do, and the county wants the application 60 or 90 days ahead depending on size. Our permit guide has the tiers. For guest counts, use the porta potty calculator.
Do not set a unit in the road. County Transportation requires an encroachment permit for anything in a county road right-of-way (Riverside County Transportation).
Community sites
The county library at Clark Street and Oakwood Street and the Mead Valley Community Center at 21091 Rider Street host local programs (CEQAnet, Mead Valley Library; Riverside County Library System). Groups planning an outdoor event at a county facility should ask the facility what it requires from vendors before ordering. See community events.
