What does Hemet require for restrooms at an event?
Hemet is one of the few cities in our area that prints a restroom count on its permit form. Events are handled through the Planning Division's Temporary Use Permit application, which covers community events, carnivals, circuses, parking lot sales and similar temporary uses. The form states that restroom facilities are required and sets these minimums:
- One toilet or portable restroom for every 50 expected guests at an event of up to 4 hours.
- Double that number for events longer than 4 hours.
- At least one ADA-accessible restroom at every event, and one for every 20 portable restrooms on site.
Using the form's wording, the counts work out like this:
| Expected guests | Up to 4 hours | Longer than 4 hours |
|---|---|---|
| 100 | 2 | 4 |
| 250 | 5 | 10 |
| 500 | 10 | 20 |
| 1,000 | 20 | 40 |
The form does not say whether the accessible unit counts toward the total or is added to it, or how to round a guest count that is not a multiple of 50. Ask the Planning Division at (951) 765-2375 before you finalize your order. City-owned or other public restrooms at the site can be listed on the form too, so a park event may need fewer rented units.
Hemet's number is higher than the industry chart most planners use. The PSAI chart puts 500 people for 4 hours at about 5 units. For a permitted event in Hemet, the city's figure is the one that counts. Our porta potty calculator is still useful for private events that do not need a permit.
What else does the Hemet permit ask of the restroom company?
The city form asks the applicant to attach two documents from the rental company: a City of Hemet Business Tax Certificate and proof of liability insurance. It also says service providers must carry insurance for the event, with $2 million in commercial general liability and the City of Hemet named as additional insured. We provide certificates of insurance, including additional-insured certificates, on request. Tell us you are filing a permit when you call and we will send what we have.
Other points from the same form:
| Item | What the city asks | Timing |
|---|---|---|
| Temporary Use Permit application | Filed with the Planning Division, 445 E. Florida Ave | At least 45 days before the event |
| Vendor business license | One application covers the host and all vendors | At least 2 weeks before |
| County health permit for food | Applied for through Riverside County Environmental Health, 800 S. Sanderson Ave #200 | Application 2 weeks before; copy to the city 1 week before |
| Site plan | Must show portable bathrooms, trash containers, dumpsters, booths, fencing and generators | With the application |
The form has its own Sanitation and Recycling section covering trash and dumpster service for events. Read that section before you arrange containers. See our permit guide for how Hemet compares with nearby cities.
Can a porta potty sit on the street in Hemet?
Keep it on private property where you can. The event application says an encroachment permit is required for any road closure, traffic diversion or restriction of the public right-of-way. Hemet's Engineering Division issues those permits and asks for a signed application, a traffic control plan, a City of Hemet business license, and contractor license and insurance details (City of Hemet, Permit Requirements). The page does not address a single unit at the curb, so call Engineering at (951) 765-2300 before placing anything on a street or sidewalk.
For a remodel or build on your own lot, a unit on the driveway or in the yard is the usual answer and does not normally need its own permit, but confirm with Hemet Planning. The city's form does list "Construction Trailer" as a temporary use category, so ask Planning if your site will also have a trailer.
Where do we deliver in Hemet, and how far is it?
From the yard we cross Murrieta to Winchester Road and drive north on Highway 79 through French Valley and Winchester. From there the route splits:
- South and west Hemet, including Diamond Valley Lake: east on Domenigoni Parkway. About 20 to 23 miles.
- Central Hemet and Florida Avenue: stay on Highway 79 to Florida Avenue (Highway 74), then east. About 22 to 25 miles.
- East side toward East Hemet and Valle Vista: continue east on Florida Avenue or Stetson Avenue.
Hemet is one of our longer runs, so call early in the day if you need same-day delivery. Every day is different. The earlier you call, the better the chance of same-day delivery. We offer same-day and next-day delivery and answer the phone 7 a.m. to 7 p.m., seven days a week. The same number is answered around the clock for emergencies.
Who rents portable toilets in Hemet?
Home builders and apartment contractors. New tracts are still being approved on the west side. The city approved the Tres Cerritos West subdivision in January 2026, with 269 residential lots (CEQAnet), and a 228-unit apartment project at West Stetson Avenue and South Elk Street in 2025 (CEQAnet). Sites like these need units and hand-wash stations from the first day of grading. See home builders and commercial construction.
Mobile home parks and 55+ communities. Hemet grew in the 1960s largely as mobile home parks and retirement communities, and it still has a large retirement-age population (Wikipedia). Park owners rent units for clubhouse and pool renovations, repaving and utility work, and for crews setting replacement homes. An ADA-accessible unit is often the better choice where residents may use it during a water shutoff. Check with park management on placement before delivery. See ADA-accessible units.
Remodelers and roofers. Much of Hemet's housing is decades old, which means steady reroof, repipe and bathroom work. For a roofing job, a 20 yard dumpster from Victory Dumpsters and a porta potty can go on the same driveway. See roofing contractors and home remodels.
Event and sports organizers. Events that bring crowds to Hemet include:
- The Ramona Pageant at the Ramona Bowl Amphitheatre, 27400 Ramona Bowl Road, on spring weekends. The outdoor amphitheatre seats about 5,000 (Ramona Bowl). The bowl sits in the foothills south of town; confirm with the venue which agency permits events there.
- The Hemet Christmas Parade, which in 2025 ran along Florida Avenue from Gilbert Street to Santa Fe Street and ended with Christmas in the Park at Weston Park (City of Hemet).
- The Tinsel Triathlon, listed for December 13, 2026 at West Valley High School (Endurance Grid).
- Tournaments at Diamond Valley Lake Community Park, 1806 Angler Avenue, which has 8 ball fields and 3 soccer fields (Valley-Wide Recreation and Park District). The park is run by the district, not the city, so ask the district what it requires from outside vendors.
See sports tournaments, community events and races and car shows. Event rentals start at $189 per unit.
How many units does a Hemet job site need?
Crew size sets the count. Cal/OSHA requires one toilet for every 20 workers or fraction of 20, and one hand-wash station per 20 workers placed outside the toilet. A crew of fewer than five can use one single-user unit (8 CCR §1526, §1527). Our Cal/OSHA guide covers the details.
What does a porta potty cost in Hemet?
Construction units start at $189 per 28 days with weekly pumping, cleaning and restocking included. There is a delivery and pickup fee. We do not add fuel or environmental surcharges. ADA units and hand-wash stations are priced separately. Restroom trailers are arranged through partners and quoted individually. Full details are on the pricing page.
Hemet porta potty rental FAQ
I am planning a 300-person event in a Hemet park for six hours. How many units do I list? By the city form, 300 guests is 6 units for up to 4 hours, doubled to 12 for a longer event, with at least one accessible unit. City-owned restrooms at the park can be listed as well, so confirm the final number with Planning.
Does the city need paperwork from you? The application asks for the rental company's Hemet Business Tax Certificate and liability insurance. We provide certificates of insurance, including additional-insured certificates, on request.
My address says Hemet but I am east of the city. Do the city rules apply? Maybe not. East Hemet and Valle Vista use Hemet addresses but are unincorporated, so Riverside County rules apply there. See those pages for the county process.
How often is the unit serviced? Weekly on 28-day rentals: pumped, cleaned and restocked. Extra visits are available for busy sites.
Do you serve the towns around Hemet? Yes. We deliver to San Jacinto, Winchester, Homeland, East Hemet and Valle Vista. See all service areas.
