Who sets the rules in Homeland?

Riverside County. Homeland has no city hall. It is a census-designated place that counted 6,772 people in the 2020 census, on about 4.3 square miles (U.S. Census Bureau). It is represented by the Winchester-Homeland Municipal Advisory Council, which advises the county. County Planning handles events, County Transportation handles the roads, and Caltrans controls Highway 74 itself, which is a state highway here (Streets and Highways Code §374).

Who rents portable toilets in Homeland?

Mobile home park owners, residents and installers. Homeland has manufactured-home communities, including Whispering Winds and Highland Palms (MHVillage listing for 92548). Each park has its own rules. Work inside a park is different from work on a house lot:

  • Replacing or setting a home leaves that space with no plumbing until the new home is connected.
  • Water or sewer line repairs can shut off service to several spaces at once. A few units and a hand-wash station near the affected row keep residents covered.
  • Spaces are small. Units usually go on the driveway pad or a common area the manager approves.
  • Park management decides what can be placed and where. Get their approval before delivery.

For residents with limited mobility, ask about ADA-accessible units, which have a ground-level entry and handrails.

Owners of rural lots. Owners with room to build put up shops, add ADUs, replace manufactured homes and fence property. Crews on these jobs often have no access to the house. See custom home builds and ADU construction.

Storm drain and utility contractors. The Riverside County Flood Control District has a master drainage plan for Homeland and Romoland, built in phases of main lines, laterals and basins (CEQAnet). Eastern Municipal Water District lists Homeland in its service area (EMWD). Line crews work along a moving trench, so units need to follow them. See public works.

Families hosting at home. Birthdays, quinceañeras, baptisms and memorials bring more people than one household bathroom can handle. If the home is on a septic system, a crowd is a real risk to the tank and leach field. See private parties.

Do I need a county permit for a party or event in Homeland?

It depends on your lot size and headcount. The county's temporary event rules (Riverside County Code Chapter 17.256) work in two directions.

No permit needed for:

  • A wedding, birthday or similar event at a home with up to 100 attendees, no more than four times per lot in 12 months.
  • Fewer than 100 attendees on a lot of one gross acre or more.

Not allowed at all:

Lot size Attendance cap
10,000 sq ft or less 100
Under 1 gross acre 300
Under 5 gross acres 600
Under 20 gross acres 1,000

Anything in between needs a Temporary Event Permit. Apply at least 60 days ahead for events up to 300 people a day, and 90 days ahead for larger, annual or commercial events. The code does not print a toilet count. It asks for a sewage disposal plan approved by County Environmental Health. For a number you can put in that plan, use our porta potty calculator. The permit guide has more.

Even when no permit is needed, the county's health and safety rules still apply.

Can the unit sit on Highway 74 or the road shoulder?

No, not without permission. Highway 74 is a state highway here, and anything placed in a state highway right-of-way needs a Caltrans encroachment permit. County roads need an encroachment permit from Riverside County Transportation. Put the unit on private ground, set back from traffic, where our truck can pull fully off the road to service it.
