Septic, sewer and why it matters for a porta potty

Sewer service along Highway 74 is changing. Elsinore Valley Municipal Water District has built about 9,475 feet of 16-inch sewer line along Highway 74 from Wasson Canyon Road to Richard Street, paid for with more than $12 million in federal American Rescue Plan Act money. The district says the pipe is installed and tested, paving was finished in January 2026, and the line is meant to allow a future move from septic systems to sewer connections (EVMWD). Ask the district about current status and when connections will be possible.

This leads to three common reasons to rent a unit in Meadowbrook:

  1. Your septic system is down. A failed leach field, a tank replacement or a pump-out that turns into a repair can leave a house without a working toilet for days. A portable toilet in the yard covers the gap. We offer same-day and next-day delivery.
  2. You are connecting to sewer. When a property is converted, the plumber trenches a new lateral and abandons the old tank. Ask your contractor how long the house will be without service.
  3. You are having guests. A septic tank sized for a family is not built for 60 or 80 people in one afternoon. A unit or two for the day protects the system.

For any septic or sewer question about your own parcel, contact EVMWD or Riverside County Environmental Health. We supply the temporary restroom, not the plumbing.

Other work we see along Highway 74

Home projects. Meadowbrook is mostly houses on larger lots, about two-thirds owner-occupied (Wikipedia). Room additions, re-roofs, garages and block walls are the usual jobs. See home remodels and, for re-roofs, roofing contractors. If a roofing job also needs a bin, our sister company Victory Dumpsters supplies a 20 yard dumpster.

New development on the corridor. The county's Highway 74 Community Plan, adopted in December 2023, covers about 2,220 acres along a 6.8-mile stretch between I-15 and I-215, including parts of Meadowbrook, and allows a mix of housing, retail, mixed use and light industrial (CEQAnet; Riverside County Planning). First crews on a raw site need a toilet and a hand-wash station before anything else arrives. See general contractors.

Landscape and yard crews. Clearing, fencing and weed abatement on big lots keeps crews outdoors all day with no access to the house. See landscape contractors.

For any job with employees, California requires one toilet per 20 workers, and a single unit is enough for fewer than five (Cal/OSHA §1526). Our Cal/OSHA guide has the hand-washing rule.

Which rules apply here: Lake Elsinore's or the county's?

The county's. Meadowbrook borders Lake Elsinore, and parts of it are in the Lake Elsinore school district, but it is not inside the city. If your address is in the city, see our Lake Elsinore page.

  • Events. Riverside County does not require a temporary event permit for a wedding, birthday or similar gathering at a home with up to 100 guests, limited to four per lot in 12 months. Larger events need an application at least 60 days ahead for up to 300 people a day, and 90 days ahead for bigger, annual or commercial events (County Code Chapter 17.256). See the permit guide.
  • Roadside placement. A unit in a county road right-of-way needs an encroachment permit from County Transportation. State law no longer lists Highway 74 between I-15 and I-215 as a state highway and describes the county's part as relinquished (Streets and Highways Code §374), so ask County Transportation about the highway shoulder as well. Keep the unit on your own lot.
