Where can a porta potty sit at a Canyon Hills home?

On the driveway, in almost every case. Canyon Hills is a tract community of nearly 2,000 acres built by Pardee Homes (Pardee Homes release). A portable toilet cannot be carried through a side gate and serviced there, because our pump hose has to reach it from the truck every week.

What works:

• One side of the driveway, near the garage. The unit sits back from the sidewalk and you can still park a car beside it.
• Door facing the house or the side fence. That keeps the view from the street tidy, which is usually what an HOA cares about.
• Level concrete. Some driveways here slope. Tell us if yours is steep. A unit needs a level footing.
• Not in the street. A unit at the curb of a public street is in the public right-of-way, and the City of Lake Elsinore requires an encroachment permit for work there (Engineering FAQ). Ask the city's Engineering Division before placing anything there.

Do I need HOA approval for a portable toilet?

Check before you order. Canyon Hills homes are generally part of a homeowners association. We could not find the association's rules published online, so we will not guess at them. These are the questions worth asking your community manager:

1. Does my pool, patio, addition or ADU need architectural approval before work starts?
2. Is a temporary toilet allowed in view of the street, and for how long?
3. Do the same rules cover a dumpster or a storage container?
4. Are there set hours for contractor deliveries?

The city has reviewed a project in the Canyon Hills Estates Specific Plan that would divide about 81 acres south of Canyon Hills Road into 133 single-family lots (CEQAnet). Check with the city for its current status. Tract crews fall under the state rule of one toilet and one hand-wash station for every 20 workers, in 8 CCR §1526 and §1527. What about events at Canyon Hills Community Park?

Canyon Hills Community Park on Canyon Hills Road is a City of Lake Elsinore park of about 18 acres, with soccer and baseball fields, a basketball court, playgrounds, a splash pad and picnic shelters (City of Lake Elsinore: Canyon Hills Community Park). A tournament or large community event can outrun its permanent restrooms.

Because it is a city park, the city decides what can be brought in. Organized events go through the City of Lake Elsinore's special event process, which asks for applications at least 60 days ahead and asks how many portable toilets and accessible units you will provide (Lake Elsinore Special Events Permit). How do you get to Canyon Hills from Murrieta?

We take the I-15 north from our yard at 26245 Monroe Ave, exit at Railroad Canyon Road and turn east. Canyon Hills Road is about two miles from the freeway, and the neighborhoods spread south from there toward Cottonwood Canyon Road. The whole trip is roughly 16 miles. Railroad Canyon Road is the slow part.
